A quilt is a sleeping bag with the bottom, the hood and the zipper removed, and for most three season backpackers that is a straight saving of 8 to 14 ounces with no loss of warmth. That is the verdict. If your sleeping pad is honest, if you are willing to clip the quilt to it, and if your nights sit above roughly 20 degrees Fahrenheit, the quilt is the better tool and it is not close. If any one of those three conditions fails, buy the bag and stop reading gear lists that tell you otherwise.
Why does removing the bottom of a bag not make you colder?
Insulation works by trapping still air. Down does this extremely well because each cluster springs open into a tangle of filaments that air cannot easily move through. The critical word is springs. Loft is the entire mechanism, and loft requires the down to be free to expand.
Now lie on it. Your body weight presses the down underneath you into a flat sheet of feather perhaps a few millimetres thick. It has no loft, so it traps no air, so it does almost nothing. The insulation between your back and the ground in a sleeping bag is not what keeps you warm at night. Your sleeping pad is. That is not a quilt argument, it is true of every sleeping bag ever made, and it is why a warm bag over a cold pad is a cold night.
A quilt takes that observation to its conclusion. If the down under you is doing nothing, carry less of it. Who should choose a quilt?

Three groups, and the first is the largest.

What is the honest case against the quilt?
The strongest argument against quilts is not warmth, it is variance. A sleeping bag delivers close to the same night every night regardless of how you sleep, how level the ground is, or how tired you were when you set up. A quilt delivers a better night than the bag most of the time and a worse night some of the time, and the worse nights cluster in exactly the conditions where you least want them: cold, windy, sloped ground, an unfamiliar pad, or a night when you are already exhausted and skip the cord setup.
The second argument is the hood. A bag hood plus a draft collar is a genuinely effective piece of engineering, and no hat replaces it perfectly. The workaround is real but it is a workaround.
The third is buying friction. Cottage quilts are built to order with lead times measured in weeks, sizing you have to get right from a chart, and no store to try one in. First, settle the pad. Look up its R value and be honest about the coldest night you will genuinely meet. R 3 covers three season use, R 4 to 5 covers shoulder season, R 5 and up is snow.
