Is a windscreen the cheap answer?
Partly, and it is worth carrying either way. What you must not do is wrap a full windscreen around an upright canister stove so that it traps heat around the canister, because heating a pressurised canister is genuinely dangerous. Use a partial screen that shields the flame while leaving the canister in open air, or place the stove behind a rock or a pack.
Does a regulated stove matter in summer?
Much less. Regulators exist to hold output as the canister pressure falls, which happens as the canister empties and as temperature drops. On a warm evening with a fresh canister an unregulated stove performs nearly as well. The difference shows up on a cold morning at the end of a trip, which is precisely when you want hot water.
Can either stove be used inside a tent?
No. No canister stove is safe to run inside a tent or any enclosed space. Carbon monoxide is odourless, it accumulates quickly in a small volume, and people have died doing this in what felt like adequate ventilation. Cook outside the tent, and if the weather is genuinely too bad to cook outside, eat cold food.
